I want to thank PERC for sponsoring the "Overcoming Hurdles to Individual Fishing Quotas" luncheon briefing last Wednesday. This informative briefing was most helpful in providing congressional staff with a better understanding of fishing quotas.

The level of interest in PERC Congressional briefings continues to grow. As you are aware, over 80 people attended the luncheon last Wednesday. This widespread level of participation is indicative of the significant progress PERC is making in developing strong relationships with the Western Caucus, particularly among those Members of the Caucus outside the Rocky Mountain States.

Please know that I appreciate the relationship we have developed with PERC over the last few years. The Western Caucus intends to continue working with PERC to promote market approaches to environmental problems. I look forward to working closely with you in the coming months on other matters of shared interest as well.
